Creating a VPC vRouter fails
Issue/Introduction
Failure to create a VPC vRouter generally has one of the following two causes. Use the corresponding resolution to troubleshoot the issue.

- Component: Cloud
- Version: 3.x-5.5.30
Possible causes
Cause 1
The VLAN mode of the L2 network corresponding to the VPC vRouter management network is configured incorrectly.
Cause 2
The VPC vRouter image is incorrect.
