Configure Organizations, Users, Model Access, and Quotas
Scenario
When multiple teams share one gateway, use organizations, users, model access rules, and quotas to isolate access and control cost.
Prerequisites
- Target models and channels have been enabled.
- The administrator has permission to manage organizations, users, and quotas.
- Quota dimensions and budget owners have been confirmed.
Create an Organization
- Go to Organization Management.
- Click Create Organization.
- Enter the organization name and description.
- Specify the organization administrator.
- Configure the organization budget or monthly quota.
- Click Save.
Add Users
- Open the target organization detail page.
- Click Add Member.
- Select an existing user or create a new user.
- Assign the user role.
- Click OK.
Configure Model Access
- Go to Model Access or the Model Permission area on the organization detail page.
- Select the models that the organization can access.
- Set stricter access scopes for high-cost models.
- Save the configuration.
Configure Quotas
- Go to Quota Management.
- Select an organization, user, or token.
- Configure monthly budget, total quota, or request limit.
- Save the configuration and use a test API Key to verify quota deduction.
Verification

| User permissions | Log in as the user and check visible resources. |
| Model access | Call an allowed model and a disallowed model. |
| Quota | Make a request and check quota consumption. |
| Audit | Check that permission changes are recorded in Audit Log. |
Notes
- Do not grant production model access to a user or organization without an owner.
- Configure a smaller initial quota for trial applications.
- Review abnormal usage before increasing quota.
